Annotation: This study aims to analyze the understanding of public administration in Kutadgu Bilig, written by Yusuf Has Hajib in the 11th century, within the framework of the dynamics of the digital age and the principles of governance based on artificial intelligence. In the work, the manager profile shaped around concepts such as justice, wisdom, happiness and fate is compared with the principles of effectiveness, transparency, participation and ethical governance in today's public administration. Public policies that are reshaped by digital transformation, big data, algorithms and artificial intelligence applications are discussed within a framework compatible with the information in Kutadgu Bilig. The moral compass that Yusuf Has Hajib suggested to managers in the face of ethical problems that arise in artificial intelligence-supported decision-making processes provides a historical reference for contemporary managers. The study questions how this unique legacy of Turkish-Islamic political thought can inspire public administration in the digital age and suggests that it be reinterpreted as a culturally based political theory.
