Annotation: This article explores the development of the irrigation system in Asian countries, particularly in the Turkestan region, during the first quarter of the 20th century. Based on historical sources, the study analyzes the irrigation policies of Tsarist Russia and the Soviet regime, revealing their impacts on local economic independence, environmental conditions, and social structures. Irrigation is assessed not only as a technical infrastructure but also as a tool of colonial control.
