Annotation: This article examines the methodological foundations for improving the assessment of digital economy development in Uzbekistan. The study identifies the methodological limitations of international assessment indices — NRI, EGDI, IDI, DESI, and GII — through comparative analysis and proposes a national integrated model adapted to Uzbekistan's conditions. The National Digital Development Index (NRRI) consists of 28 indicators grouped into 6 components and is designed for a comprehensive assessment of the country's digital economy. The Regional Digital Development Index (HRRI) is proposed as a tool for inter-regional comparison and targeted policy development. Empirical calculations based on 2023 official statistical data proved a nearly twofold regional disparity in digital development between Tashkent city and Karakalpakstan. The research concludes with practical recommendations for the Ministry of Digital Technologies and regional administrations.
