Annotation: The article analyzes, from socio-philosophical and pedagogical perspectives, the ways to ensure harmony between legal consciousness and national values within the institutions of the family and the mahalla (local community). Legal consciousness is interpreted as the unity of citizens’, especially young people’s, awareness of rights and freedoms, duties and responsibilities, their value-based attitude to law, and their actual legal behaviour. National values are described as a system of moral norms, customs, spiritual traditions and symbols transmitted from generation to generation in family and community life. The article substantiates that the family and the mahalla form an interconnected “two-layer educational space” for shaping legal consciousness and preserving national values. Against the background of the digital society, the risks of legal nihilism, formalism and spiritual indifference are discussed. The paper argues for a comprehensive approach based on interactive forms of legal and moral education, cooperation between parents and mahalla activists, and the active participation of youth.
