Annotation: This article analyzes the stage of development of the idea of human rights in the civilizational process. Today, democratic development is closely interconnected with various factors - socio-political stability, legitimacy of government, economic freedoms, and it can be said that the phenomenon of human rights lies at their core. The phenomenon of human rights serves as an important criterion in the formation of the rule of law, civil society and market economy, which are considered to be the strategic interests of Uzbekistan.
