Annotation: This article analyzes structural inequality in access to Japanese language education in Japan. Through a comparative analysis of the situation of labor migrants from Uzbekistan and groups benefiting from priority support measures, it demonstrates how legal status determines opportunities for social integration. The study substantiates the necessity of transitioning to an equitable language policy.
