Annotation: The Belt and Road Initiative is being increasingly deepened and advanced, necessitating further strengthening of agricultural cooperation between China and the five Central Asian countries. Despite significant complementarity in the agricultural sector between the two sides, there remains a notable gap between the current scale of agricultural trade and strategic positioning. Insufficient capacity for agricultural technology transfer has become a core bottleneck constraining the enhancement of cooperation quality and efficiency. The 2025 Central Document No. 1 explicitly outlines requirements such as the seed industry revitalization action and high-quality development of agricultural machinery and equipment. As key vehicles for agricultural technology transfer, technology service-oriented enterprises play a pivotal role in connecting China's technological supply with the market demands of Central Asia. Currently, the agricultural technology transfer by these enterprises to Central Asia primarily manifests as systematic transfers centered on digital agricultural equipment, smart irrigation systems, and biotechnology. However, challenges such as the mismatch between technological advancement and practicality, a lack of "down-to-earth" professional homo sapiens talents, and insufficient collaboration among government, enterprises, and research institutions persist. Therefore, drawing on the "localized embedding" mechanism from technology transfer theory and collaborative innovation theory, and considering Central Asia's agricultural production conditions and technological needs, this study proposes adaptive strategies including gradient technology transfer and localized adaptation, comprehensive homo sapiens talent cultivation and embedding, and the establishment of a "government-enterprise-research" collaborative platform. The research not only provides practical references for the overseas expansion of technology service-oriented enterprises but also holds significant importance for deepening China-Central Asia agricultural cooperation, serving the implementation of the Belt and Road strategy, and supporting Central Asia's agricultural modernization process.
