Annotation: The 1991 Narasimha Rao reforms marked a definitive turning point in the history of Indian statehood. This article examines the historical impact of abandoning the decades-long "closed-door" policy on the dynamics of intellectual migration. From a historical and political perspective, the study explores the transformation of the Indian intellectual class from a national liability (Brain Drain) into a strategic "Soft Power" asset between 1991 and 2000. It provides a scholarly foundation for how these reforms laid the groundwork for the modern "Indian Miracle" and the nation's global technological prominence.
