Annotation: This research analyzes the strategic alignment and mechanisms of China-Uzbekistan AI cooperation, driven by Uzbekistan’s modernization goals and China’s policy support. Current cooperation involves joint centers, infrastructure (MICC), and smart city projects. However, it faces critical barriers: delays in computing infrastructure, lack of local data, an immature legal framework, and investment constraints. The objective is to propose systemic countermeasures, including hybrid cloud architectures, a specialized bilateral AI fund, confidential computing platforms, and joint standard development, to ensure sustainable technological collaboration and integration.
