Annotation: Uzbekistan is promoting railway development and technological upgrades, and Japan has played a major role in this. However, this has often been discussed from the perspective of "support from advanced major countries, including Japan." On the other hand 15570376, railways have evolved throughout the history of change in each country from modern times to the present, and the "idea of railway skills" in Japan and Uzbekistan are very different. Future investment in infrastructure in Uzbekistan, including railways, will need to explore accurate needs and possibilities based on the "technical philosophy" of railway skills in the country. This paper examines the differences in railway technical philosophy between Japan and Uzbekistan from the railway history of each country, and proposes what form railway investment projects between the two countries would be most efficient.
