Annotation: Based on the development consensus of the Tianjin Summit of the Shanghai Cooperation Organization, this article systematically analyzes the current status quo and core bottlenecks of cooperation between China and Uzbekistan in the field of joint talent training.The research points out that there is a structural imbalance in the existing model of “focusing on academics and light skills, focusing on certificates and light abilities, and focusing on single points and light systems”.In order to solve this dilemma, this article draws on the European Union's Erasmus Plan (Erasmus+), the German dual system and other international success models, combined with the actual situation of Sino-Ukrainian cooperation, innovatively proposes a two-tier framework that includes “top-level rule design” and “bilateral project implementation”, and elaborates in detail its core composition, coupling logic, and landing path and risk control points in the Sino-Ukrainian context, with a view to building a systematic talent support system to crack the talent bottleneck in Sino-Ukrainian economic, trade and industrial cooperation, and provide theoretical reference and practical path for deepening bilateral strategic cooperation.
